LG Sinha Announces Consolidated Set of Instructions on Ex-Gratia Relief Across All Categories

Srinagar, Dec 03, KDC: The Lieutenant Governor Manoj Sinha, has notified a consolidated set of instructions on ex-gratia relief for persons affected by law-and-order disturbances in Jammu and Kashmir, laying out a uniform compensation structure for civilians, police, government employees, CAPF and defence forces.
The detailed order, issued by the General Administration Department (GAD), a copy of which is in the possession of news agency Kashmir Dot Com (KDC), outlines compensation amounts for death, permanent disability, partial disability, and injuries caused during such incidents.
As per Government Order No. 1716-JK(GAD) of 2025, under the category of Magistrates and Police Personnel, the ex-gratia relief order specifies ₹2 lakh for the death of a magistrate, while police personnel and Special Police Officers (SPOs) are entitled to ₹5 lakh. The families of ex-servicemen will receive ₹2 lakh in the event of death. Cases of permanent disability will attract ₹75,000, and partial disability among uniformed personnel will be compensated with ₹10,000.

For Central Armed Police Forces (CAPF), the order grants ₹5 lakh to non-domiciled personnel who lose their lives. Domiciled CAPF personnel who die within the Union Territory of Jammu and Kashmir are entitled to the highest bracket, ₹25 lakh, while the same amount applies to domiciles who die outside the UT. Permanent disability cases will receive ₹75,000, and partial disability ₹10,000.
Among government employees other than police, the compensation for death has been fixed at ₹1 lakh, and ₹75,000 will be provided in cases of permanent disability. Employees hospitalized for more than 24 hours due to injuries will receive ₹5,000, those hospitalized for less than 24 hours will receive ₹1,000, and minor injuries treated with first aid qualify for ₹500.
For civilians and other eligible categories, the ex-gratia amount for death has been set at ₹1 lakh, including deaths occurring along the International Border or Line of Control. The same compensation applies to surrendered militants and militants-turned-informers. Permanent disability will attract ₹75,000, while injury-related relief has been categorized at ₹5,000, ₹1,000, and ₹500 depending on severity and hospitalization duration.
Under the category of Defence Personnel, domiciles of Jammu and Kashmir are entitled to ₹5 lakh in case of death, while those who lose their lives within the Union Territory will receive ₹25 lakh. Domiciled defence personnel who die outside the UT will also be compensated with ₹5 lakh.
In cases of property damage, the order states that destruction caused by sabotage, bomb blasts or similar incidents will be compensated at 50% of the assessed loss or ₹1 lakh, whichever is less. For major damage, the maximum relief is ₹10 lakh—including ₹7 lakh for immovable property and ₹3 lakh for movable assets. Damage due to cross-border shelling along the IB or LoC will be compensated at 50% of the loss or ₹1 lakh.
