Finance Department Proposals in J&K Require LG Approval
Srinagar, July 12: The Ministry of Home Affairs (MHA) announced amendments to the 2019 rules governing the transaction of business for the Union Territory of Jammu and Kashmir.
According to the new amendments, proposals related to the transfer of administrative secretaries and All India Service (AIS) officers must be submitted to the Lieutenant Governor by the General Administration Department’s administrative secretary through the Chief Secretary.
Additionally, the MHA specified that proposals needing prior Finance Department approval, particularly those involving discretionary powers of the Lieutenant Governor, must also go through the Chief Secretary. This includes matters concerning ‘Police’, ‘Public Order’, ‘All India Service’, and the ‘Anti-Corruption Bureau’.
For legal appointments, such as the Advocate-General and supporting law officers, the Department of Law, Justice, and Parliamentary Affairs will submit proposals to the Lieutenant Governor through both the Chief Secretary and the Chief Minister. Proposals regarding prosecution sanctions or appeals must follow a similar process.
Finally, the Home Department will submit proposals related to Prisons, the Directorate of Prosecution, and the Forensic Science Laboratory to the Lieutenant Governor via the Chief Secretary. (Agencies)
