District Development Commissioner Shopian Launches Pioneering Springshed Project to Tackle Water Crisis, Boost Climate Resilience in Zainapora

In a major step towards addressing water scarcity and strengthening climate resilience, District Development Commissioner Shopian, Mr. Shishir Gupta, IAS, has launched a pioneering Springshed Climate Adaptability Project in the Zainapora block, one of the most water-stressed regions of the district.
Approved under NABARD’s Climate and Natural Resource Management grants, the project aims to rejuvenate natural springs, recharge groundwater, improve irrigation systems, and promote sustainable farming practices while ensuring long-term livelihood security for local communities.
Blending traditional knowledge with scientific interventions, the initiative seeks to ensure safe drinking water, sustained irrigation, and protection of the cultural heritage associated with natural springs—lifelines that have supported generations in Shopian. The three-year project covers 11 villages spread over nearly 300 hectares and is being implemented through a convergence of key departments including Rural Development, Agriculture, Horticulture, Jal Shakti, and Irrigation.
Once completed, the project is expected to directly benefit over 30,000 residents, significantly improving water availability and enhancing agricultural and horticultural productivity. A major focus is on the creation of water harvesting structures and upgraded irrigation systems, enabling farmers to bring more land under cultivation and unlock long-delayed agricultural growth in Zainapora.
Community participation forms the backbone of the initiative. Village-level committees have already been constituted and are actively involved in planning and monitoring. Recently, 29 committee members undertook an exposure visit to a developed springshed area, gaining hands-on experience in climate-adaptive farming and sustainable water management practices.
Importantly, the initiative also addresses the region’s long-standing issue of illicit crop cultivation by providing reliable irrigation facilities and viable alternative livelihood options. By restoring water security and empowering local communities, the project is poised to transform Zainapora into a resilient, sustainable, and economically stable agricultural hub.
The Springshed Climate Adaptability Project marks a new wave of change in Shopian, with DC Shishir Gupta’s leadership promising reliable water resources and improved livelihoods for thousands of residents in the years to come.
