KCC&I High Level Delegation Meets J&K DGP R.R. Swain In Srinagar

Srinagar, July 23, 2024: In a crucial two-hour meeting held at the Police Headquarters in Srinagar, a delegation from the Kashmir Chamber of Commerce & Industry (KCCI), led by President Javid Ahmad Tenga, engaged in extensive discussions with Director General of Police, R.R. Swain, to address pressing issues affecting the region’s business and tourism sectors.

The meeting, also attended by Additional Director General of Police (Headquarters) Mr. M.K. Sinha (IPS) and Inspector General of Police (Traffic) Mr. B.S. Tuti (IPS), focused on a range of critical issues:

Key Points of Discussion and Proposed Solutions

Renewal of Tourism Registration Licenses:

KCCI highlighted the cumbersome process of renewing tourism-related licenses due to the need for multiple No Objection Certificates (NOCs) from various departments. They proposed a streamlined, time-bound renewal process independent of these NOCs.

Development of New Tourist Destinations:

Emphasizing the need for sustainable tourism, KCCI urged the fast-tracked development of new tourist destinations as per approved Master Plans, considering environmental impacts and carrying capacity.

Lease Extensions for Hotels:

The delegation stressed the uncertainty over the extension of hotel leases in Gulmarg and Pahalgam, which hampers business and morale. They advocated for extending leases to support the hospitality sector’s growth and renovation needs.

NOC from Fire & Emergency Services:

KCCI called for relaxed norms and timely issuance of NOCs, highlighting the adverse impacts of delays.
Character Certificates for Tourism Sector Renewals:

The current process of obtaining character certificates is time-consuming. KCCI suggested either removing this requirement or simplifying it by empowering local police stations to issue these certificates.

Traffic Disruptions and Use of Sirens:

Addressing the inconvenience caused by VIP movements and siren use, KCCI demanded better traffic management to reduce public distress, especially for the sick, elderly, and students.

Illegal Footpath Occupations:

The illegal occupation of footpaths, which affects businesses and pedestrians, was another key issue. KCCI demanded action to clear these encroachments.

Encroachment by Qabza Mafia:

The delegation raised concerns about land encroachments by powerful groups, urging police action to protect business and landowners.

Problems in the Education Sector:

KCCI highlighted difficulties faced by schools in obtaining necessary certificates and NOCs, calling for a streamlined process.

Environmental Conservation:

Urgent attention to the conservation of natural resources, particularly wetlands and lakes, was stressed.

Traffic Management in Key Areas:

Improved traffic management in busy areas like Shehre Khas and Boulevard was requested to facilitate better movement for tourists and locals.

Foreigners Registration at Airport:

The cumbersome registration process for foreigners was discussed, with a call for a one-time registration system or an online option.

Vacation of Industrial Estates by Security Forces:

With the improved security situation, KCCI urged the release of industrial areas occupied by security forces to boost industrial growth.

DGP R.R. Swain positively responded to many of the issues raised and assured prompt action, including:

Improved traffic management and control.
Measures to curb the misuse of sirens.
Stern action against the Qabza Mafia.
Fast-tracked issuance of NOCs.
Enhanced “Ease of Doing Business” initiatives.
Formation of a joint committee for regular KCCI meetings to resolve ongoing issues.
DGP Swain also announced plans for joint visits with KCCI to problem areas and sought the cooperation of the business community in addressing these challenges.

The meeting concluded with KCCI expressing gratitude to the DGP and his team for their time, understanding, and commitment to resolving the issues.
