
Srinagar: Jammu and Kashmir Government on Thursday constituted a UT level and District level committee for implementation of centrally sponsored scheme “Computerization of Primary Agriculture Credit Societies (PACS).
As per order issued by Secretary to the Government Dr Piyush Singla a copy of which lies with KNO, Administrative Secretary Cooperative Department will be chairman of the UT level committee while as concerned DC will be chairman of the district level committee.
“Sanction is hereby accorded to the constitution of Union territory Level and District Level Implementation & Monitoring Committee(s), for implementation of Centrally Sponsored Project “Computerization of Primary Agriculture Credit Societies (PACS)” in the Union territory of Jammu and Kashmir,” reads the order, as per news agency—Kashmir News Observer (KNO).
The other members of UT Level Implementation and Monitoring Committee (UTLIMC) include Representative of the Finance Department (not below the rank of Special Secretary), Registrar, Cooperative Societies, J&K and Chief General Manager (CGM), NABARD, J&K while as MD/CEO of J&K Cooperative Bank will be member Secretary of the committee.
The terms of reference of the committee will be to implement approved guidelines of “Computerization of PACS” at UT Level and provide feedback to the National Level Implementation and Monitoring Committee (NLIMC), to guide and steer the implementation of the Project in the UT of Jammu and Kashmir, to examine and recommend proposals to be taken up under this Project and any other role assigned to it by the NLIMC.
As pee District Development Commissioner (concerned) will be chairman of the district level committee, while as members include Deputy Registrar Cooperatives (concerned) and District Development Manager (DDM) NABARD (concerned) besides that MD/ CEO of J&K Cooperative Bank for districts of Srinagar, Ganderbal and Budgam, MD/ CEO of District Central Cooperative Bank, Jammu for all districts of Jammu Division, MD/CEO of District Central Cooperative Member, Anantnag for districts of Anantnag, Shopian, Kulgam and Pulwama and MD/ CEO of District Central Cooperative Bank Baramulla in districts of Baramulla, Kupwara and Bandipora will be member secretaries respectively.
The terms of Reference of the committee will be to act as the first line of implementation and monitoring system within the overall framework, ensuring smooth implementation of the Project as per approved guidelines and provide necessary support such as power, connectivity, etc, Identify PACS to be funded under the project as per eligibility and feasibility norms and recommend the same to the UTLIMC and any other role assigned to it by the NLIMC/ UTLIMC—(KNO)
