Jammu :- PSC Lecturers’ Association Jammu led by its President Manjeet Chib met Principal Secretary Alok Kumar at civil secretariat Jammu and raised the core issues of +2 cadre. The delegation sought personal intervention of Principal Secretary and urged him to address the long pending demand of Non functional/ Time bound promotion. The delegation apprised Principal secretary the core issues of +2 cadre and provided him a detailed feedback regarding the overall educational scenario of J&K UT.
As per hand out issued, Manjeet Chib the president of the association discussed the latest developments with regard to the long pending demand of non functional /time bound promotion of +2 lecturers.Chib informed Principal secretary that the association has already submitted a proposal in this regard.He said that there is no provision of TBP/NFP for +2 lecturers which is a matter of concern that needs to be addressed on priority basis. Principal secretary said that the proposal would be forwarded to GAD in due course of time.The delegation also discussed the current status of the proposal of amendments of service recruitment rules.Principal secretary passed on spot instructions and assured that +2 lecturers as important stakeholders would be invited in the next meeting so that necessary clause / provisions may be incorporated in service recruitment rules for the larger interest of the community.The delegation requested principal secretary to repatriate/ transfer 2015 batch lecturers who have been serving in far flung remote areas for last so many years.In response ,Pincipal secretary assured that those would be transferred on priority basis when the process of auto ATD is initiated. The other such demands/ issues discussed are Non Vacational status to principals,imlementation of Govt order No 743 in letter and spirit, regularization of +2 lecturers ,refresher courses for those masters/ teachers to be placed as IC lecturers ,entertaining genuine degrees for promotion,enhancement of grade pay of +2 Principals and placement of lecturers as senior lecturers. While sharing updates Manjeet Chib said that it was the first meeting with Alok Kumar Principal Secretary since he had assumed the charge. He said that the meeting was very fruitful and positive outcome is expected in the coming days. We have got very patient hearing from Principal secretary and have detailed discussion on the issues including quality education.The PSC appointed lecturers in general and the association in particular is committed to extend every possible support to the department to ensure the deliverance of quality education,he added. Chib in his message to +2 cadre assured that +2 PSC Lecturers association is the real representative of +2 cadre and will always work for the general cause of the community. All important issues will be highlighted and pursued till it reaches to its logical conclusion. Chib extended heartfelt gratitude to Principal Secretary Alok Kumar and Naseer Ahmed wani Special Secretary for showing great concern and having positive attitude for +2 cadre.It is worthwhile to mention here that special secretary Naseer Ahmed Wani was also present in the meeting who has remained an instrumental in projecting the genuine demands like promotion of +2 principal, placement of lecturers and regularization of +2 officers.The association shall remain very grateful for his sincere contribution and unconditional support.Chib was accompanied by Sandeep Sharma chief coordinator and Sanjeev Gupta chief organizer of the association.
