Govt launches month-long life certificate campaign
Pensioners to submit digital certificates in November; doorstep services planned for elderly & bedridden

Srinagar, The Jammu and Kashmir Finance Department has announced a month-long Digital Life Certificate (DLC) campaign for pensioners and family pensioners across the Union Territory from November 1 to November 30, 2026, with special arrangements planned to facilitate elderly, bedridden and differently-abled beneficiaries.
According to a circular issued by the Directorate General of Accounts and Treasuries, Finance Department, on October 30, the campaign will be conducted in coordination with the Jeevan Pramaan platform and Aadhaar Face Authentication to ensure convenient submission of Digital Life Certificates.
As per the prescribed procedure, every pensioner and family pensioner drawing a pension through a Treasury or J&K Bank Business Unit is required to submit a Life Certificate annually during November.
The department has advised pensioners to submit their Digital Life Certificates during the month-long campaign, preferably between November 1 and November 30, 2026, using the Jeevan Pramaan platform and available Aadhaar-based authentication facilities.
Under the arrangements, J&K Bank branches will facilitate pensioners in submitting Life Certificates, including Digital Life Certificates, through the Jeevan Pramaan application. Banking associates will also be deputed at branches to provide assistance and facilitate the generation of certificates.
The circular directs J&K Bank to undertake extensive publicity and awareness activities to maximise participation. Information about the campaign will be disseminated through newspapers, radio, television, official websites, social media platforms, SMS alerts, WhatsApp messages and other prominent public places.
Additionally, all 121 Treasuries across Jammu and Kashmir will establish Digital Life Certificate facilitation counters. These counters will assist pensioners, maintain daily records, disseminate campaign-related information and promptly report technical issues and pending cases.
At the district level, District-Level Nodal Officers will organise special camps in coordination with J&K Bank and district administrations. The camps will focus on beneficiary mobilisation, publicity and logistical arrangements, while details regarding venues, timings and contact information will be publicised through print, electronic and social media.
Special priority will be given to pensioners aged 80 years and above, bedridden pensioners, persons with disabilities and other beneficiaries facing mobility constraints. The circular also provides for doorstep services through authorised service providers to ensure that such pensioners can complete the verification process without unnecessary difficulties.
The Finance Department has further directed J&K Bank and Treasuries to establish a suitable mechanism for addressing pensioners’ queries and grievances, ensuring timely resolution and proper tracking of pending cases.
The campaign will be implemented under the overall supervision of the UT-Level Nodal Officer, District-Level Nodal Officers and other concerned authorities to ensure effective coordination, wider outreach and successful implementation across Jammu and Kashmir.
The circular has been issued by the Director General, Accounts and Treasuries, Finance Department, Jammu and Kashmir, and circulated to the concerned administrative authorities, Treasury officers, J&K Bank officials and district-level nodal officers for necessary action.
