One-Man Army in Action: DMO Kulgam Leads Midnight Crackdown, Seizes 6 JCBs and 7 Dumpers; ₹5.75 Lakh Penalty Imposed

Kulgam, July 12: In one of the biggest overnight enforcement drives against illegal mining in recent months, the District Mineral Officer (DMO) Kulgam, Dr. Khurshid Ahmad Dar, personally led a late-night operation during the intervening night of July 11 and 12, resulting in the seizure of six JCB excavators and seven dumpers allegedly involved in unauthorized mineral extraction and transportation.
The intensive anti-illegal mining operation was carried out under the guidance and encouragement of Deputy Commissioner Kulgam, Shahzad Alam (IAS), who has been consistently stressing strict enforcement of mining regulations and the protection of the district’s natural resources.
According to official sources, the surprise midnight raid targeted vulnerable mining locations across the district where illegal extraction and transportation of minerals had been reported. Acting swiftly, the enforcement team intercepted and seized 13 heavy vehicles, including six JCB machines and seven dumpers, found violating the provisions of the Jammu and Kashmir Minor Mineral Concession, Storage, Transportation of Minerals and Prevention of Illegal Mining Rules.
In addition to the seizures, the department imposed a penalty of ₹5.75 lakh on the violators in accordance with the applicable mining laws.
Officials described the operation as a strong message to those engaged in illegal mining activities, emphasizing that such practices not only cause massive environmental degradation but also lead to significant loss of government revenue.
Dr. Khurshid Ahmad Dar stated that the Mining Department remains committed to eliminating illegal mining from the district and that enforcement drives will continue with greater intensity. He warned that no violator would be spared and urged vehicle owners and operators to ensure compliance with all legal requirements while transporting minerals.
The DMO also expressed gratitude to Deputy Commissioner Shahzad Alam (IAS) for his unwavering support and encouragement, stating that the district administration’s proactive approach has significantly strengthened enforcement efforts against illegal mining.
The district administration reiterated its commitment to protecting natural resources and maintaining transparency in mineral extraction activities. It appealed to the public to report any instances of illegal mining so that prompt action can be taken.
The successful midnight operation has been widely appreciated, with many describing Dr. Khurshid Ahmad Dar’s hands-on leadership during the raid as a remarkable example of dedicated public service and effective enforcement.
